Primary Duties • Lead proposals preparation and supervise analysis of RFQ (Request for Proposal) requirements, prepare preliminary execution plans, supervise data, collect and collate to complete the technical and financial proposal. • Supervise the preparation of the overall project plan & execution strategies for management review and approval on award of a project. • Manage the approved plan to achieve project deliverables and timeline objectives viz. set up the organization, mobilize the team and develop a schedule with respect to planning, procurement and the execution strategy in line with the Contract provisions. Sign off on key documents including project schedule levels 1 -3. • Setup specific plans for HSE, quality and cost control. • Participate in the preparation off the budget at the time the tender is awarded which includes components such as project control, administration and day – to – day running costs. Ensure that resources are made available to achieve performance and proper checking of the engineering and procurement processes. • Control the project through project management, project engineering, discipline engineering and construction through project and area managers. Ensure safe and efficient execution of assigned projects, within the set targets and schedules • Liaise with the client senior management and troubleshooting any areas of conflict between the project management team and the client to ensure a smooth and continuing working relationship. • Manage people related issues to achieve on time or earlier deliveries to keep the project on schedule. • Ensure project and area managers deliver the projects within the contracted duration and within the agreed budget through regular meetings, and monitor performance and expenditure vis a vis the plan. • Develop training plans for fresh graduates and supervise implementation • Provide leadership & direction to various contracting agencies during Project Execution, and ensure that the project/area manager • s business dealings are conducted to a high professional standard. • Promote quality awareness in every sphere of project activity and the Company organization. Manage quality through audits conducted on a weekly basis and incase of non -conformances ensure that these are rectified and measures taken to ensure that they do not recur. • Ensure high safety standards are maintained on all projects, the client • s feedback is positive and that project management is proactive in this respect since accidents are viewed seriously by the client. • Develop a cost report per month that details costs and expenditure for the period, forecast for completion of the project with an aim of minimizing the variance. • Promote team work and a spirit of co operation among employees. Guide the project team to achieve project goals. • Provide guidance and coaching to senior staff in management of their groups. Generate development plans and charting career paths for staff. • Lead the team through regular meetings with the client and meetings to address specific issues, team meetings and meetings with specific departments. • Carry out any other duties as and when requested by the direct supervisor.

Plans, coordinates and administers the strategic goals of Procurement Department in order to meet Client • s needs. Primary Duties • Provide strategic direction for company -wide procurement efforts; participate with PIL leadership in the establishment, communication and implementation of business goals. Establish business targets for cost savings. • Coordinate the procurement side of proposal preparation, and ensure that the best prices are secured with longest possible validities, and shortest deliveries to meet operational targets. • Review and negotiate contracts with large -scale suppliers to achieve appropriate savings and service levels. • Act as negotiator between PIL and vendors/suppliers on procurement contracts; make recommendations designed to reduce costs, update systems, and provide environmentally approved materials and services. • Ensure that expediting (field and desk) and shipping units serve as chain links to complete the loop with procurement staff, in order to meet the project operational deadlines and milestones. • Attend project review meetings and ensure that all associated reports are adequately compiled and distributed as required. • Ensure optimal customer service is provided to all departments within PIL; facilitate changes to process as needed; participate in the planning and implementation of strategic goals for the entire project procurement team. • Serve as an operational and technical resource to all of project procurement staff; negotiate successful resolution to problems or concerns; educate them about processes and procedures. • Survey customers to assess process and team performance; benchmark other EPC institutions for process ideas and/or improvements. • Survey markets for price and delivery information of major raw materials like steel, copper, other exotic materials, technology -related items, etc. • Ensure functionality of procurement cycle software and hardware systems. Resolve operational issues; implement changes as necessary. • Implement health and safety procedures. • Communicate strategic issues/changes to team; build commitment and confidence. Resolve complex system or process issues; perform regular team duties. • Functionally interview, hire and manage the materials management team. • Manages procurement staff in support offices (Beijing, Houston, Milan, Mumbai & Woking). • Monitor and communicate team goals and achievement of goals on a regular basis. • Identify training needs for staff; provide or secure training for team members; strengthen the mix and level of skills within the team. Interview, hire and oversee training of staff. • Establish and implement short and long -range organizational goals, objectives, policies, and operating procedures; monitor and evaluate operational effectiveness; effect changes required for improvement. • Design, establish, and maintain an organizational structure and staffing to effectively accomplish the organization’s goals and objectives. • Develop and manage annual budgets for the organization and perform periodic cost and productivity analysis. • Recommend the development and act as custodian of procurement policies and procedures. • Plan, develop, and implement strategies for generating resources and/or revenues for the department. • Analyze complex bid tabulations for compliance with established plans. • Establish guidelines for potential strategic alliances with major vendors. • Perform miscellaneous job -related duties as assigned by Management and Vice President -Supply Chain. • Act as custodian of procurement modules in major applications including ERP.
